Central Administration

Mr. Mark Eantuo
Head, Administrative Unit
The Central Administration Department is the Secretariat of the District Assembly, and it is responsible for the provision of support services, effective and efficient general administration, and organization of the Assembly. It is headed by a District Coordinating Director/Deputy Director.
The Department manages all sections of the assembly including Records, Estate, Transport, Logistics and Procurement, Accounts, Stores, Security and Human Resources. The Department shall also coordinate the General administrative functions, Development planning and management functions, Budgeting functions and Planning and Development of the District Assembly.
Human Resource

Mr. Mohammed Akonsi
Human Resource Manager
The Human Resource Department coordinates all human resources programmes; and organize staff trainings within the Assembly. The department ensures the effective and efficient administration of human resources; translate institutional policies in respect of employment, personnel, wages, and salaries into good management practices. The department also updates the records of staff on regular basis as well as ensuring inter and intra departmental collaboration to facilitate staff performance and development. The Human Resource Department reports on all human resource related activities and put in measures to upgrade the capabilities, skills, and knowledge of staffs in the Assembly. The department also performs other roles such as seeing to the general welfare of Staff and Appraising direct reports.
Development Planning Department

The Development Planning department is to lead in strategic planning, efficient integration and implementation of public policies and programmes to achieving sustainable economic growth and development. Efficiently administer the resources of the department and supervise the staff; Ensure that field activities are efficiently performed to produce desired output.
Finance

Mr. Sulemana Abdul-Lateef
District Finance Officer
The Finance Department leads in the management and use of financial resources to achieve value for money. The Finance Department advice management on the Public Financial Management Act, 2016 (PFMA) 921, Internal Audit Agency Act, Public Procurement Act 2003 (Act 663), and any other financial regulations approved by the Government and by doing so ensures the maintenance of proper of accounts. It directs and controls financial management in line with public sector accounting principles thereby safeguarding of the Assembly’s assets.
Budget

Mr. Obed Turner
District Budget Officer
The Budget Unit is responsible for Preparation of budget; Provision of technical guidance to Management on budgetary matters; Establishing database for financial planning and resource mobilization; and provide updates on financial records of all projects.
Social Welfare & Community Development

Mr. Fortunate Abugri Adaazi
Head, Social Welfare
Assist in formulation and implementation social welfare and community development policies within the framework of national policy. Facilitate community-based rehabilitation of persons with disabilities.
Management Information System

Mr. Jutta Tibe Kombian
MIS Officer
The MIS Unit is mandated to collect, analyze, and manage information to support the development, management and implementation of policies, programmes, and services in the Assembly.
The Unit advises on the provision and maintenance of computers and accessories and contributes to addressing Information Technology/Information Management problems and issues.
The Unit also provides leadership in the design and implementation of security measures to protect the Information Technology/Information Management installations, infrastructure, and systems. The Unit ensures the development of the capabilities, skills, and knowledge of staff. Appraises direct reports and undertakes any other tasks that may be assigned.
Procurement

Mr. Yakubu Abubakari
Procurement Officer
The Unit plans and coordinates, manages the development and implementation of the procurement plan. They also provide inputs for the preparation of the annual budget, liaise with service providers and other stakeholders to undertake procurement activities within and without the district. They also ensure that procurement activities are in harmony with the Public Procurement Act, 2003 (Act 663). Supervises stores management and assets disposal, Preparation, and submission of Annual and Periodic Reports to the Public Procurement Authority and finally ensures the development of the capabilities, skills, and knowledge of staff.
Physical Planning

Mr. Nurudeen Alhassan Chibye Gawsu
Physical Planning Officer
The Unit maintains and sustains landscape beautification of built up and natural environment as well as state prestige projects with good management programmes. It also propagates and cultivates horticultural products for sale to the public. Develops public parks for ecotourism and recreation. Formulates goals and standards relating to the use and development of land. Designs plans and proposals to help in the development of urban and rural settlements. Advises the District Assembly and the private sector on sound physical development programmes.
District Works Department

Mr. Seth Senyo Cephas
Head, Works Department
The Department of Works of the Assembly is a merger of the Public Works Department, Department of Feeder Roads and District Water & Sanitation Unit, Department of Rural Housing, and the Works Unit of the Assembly. The Works Department.
- Facilitate the implementation of policies on works and report to the Assembly and provide advice on matters relating to Works in the Assembly.
- Facilitate the construction, repair and maintenance of public roads including Feeder Roads.
- Drains along any streets in the major settlements within its jurisdiction.
- Encourage and facilitate maintenance of public buildings and facilities in the Assembly.
- Assist to build, equip, close, and maintain markets and prohibit the erection of stores in places other than the markets.
- Assist to inspect projects undertaken by the District Assembly with the relevant departments of the Assembly.
- Advise the Assembly on the prohibition of digging of burrow pits and other evacuations in the sinking of wells or their closers.
- Assist to maintain public buildings made up of offices, residential accommodations, and ancillary structures.

- Remove dilapidated structures in any public place.
- Tidy up the premises and remove any dilapidated vehicles or objects which constitute nuisance.
- Provide technical advice for the machinery and structural layout of building plans to facilitate escape from fire, rescue operation and fire management.
Agriculture

Mr. Seidu Fatawu
District Director of Agric
The Agriculture Department provides leadership for the development of agriculture and sustainability of the agro-environment in the Service. The department promotes policies, strategies, and appropriate agricultural technologies necessary to improve agribusiness, agro processing and crop/animal/ fish production. It also organizes agricultural field schools, workshops, and seminars to assess farmers’ participation and the level of adoption of new farming technologies and practices.
Education

Mrs. Janet Adua
District Director, Ghana Education Service
Responsible for pre-schools, special schools, basic education, youth and sports, development, or organization of every educational related activity in the district. They also partner with Non-Governmental Organizations entering the district to improve upon the standards of education in the district.
Births & Dates

Mr. Abdulai Yussif Alhassan
Registrar, Births and Deaths
The Births and Deaths Registry is responsible for the general administration, supervision and control of Births and Deaths registry in the Assembly. The specific functions:
- To register births and death in the Service.
- Maintenance of database of births and deaths in the district.
- Advises the Assembly on matters related to civil registration.
NADMO

Mr. Ali Yahaya
District Director, NADMO
The Disaster Management and Prevention unit assists the planning and implementation of programmes to prevent and/or mitigate disaster in the Assembly within the policy framework of national policies. As part of its preventive role, the unit assists and facilitates education and training of volunteers to fight fires, etc. and organizes public disaster education campaign programmes. The Disaster Management and Prevention unit ensures that there is an adherence to rules in respect of private and public properties to ensure adequate protection against disaster.
Ghana Enterprises Agency/Business Advisory Centre

Mr. Iddrisu Suragdeen
Head, Ghana Enterprises Agency
Ghana Enterprises Agency is the apex governmental body dedicated to the promotion and development of Micro, Small and Medium Enterprises (MSMEs) in Ghana. With the passage of Act 1043 by Parliament and assented to by the President, His Excellency, Nana Addo Dankwa Akufo-Addo in 2020, GEA is mandated to coordinate, implement, and monitor the activities of the MSMEs Sector in Ghana.
